Although the document was apparently sworn to by Barton, its value as sworn testimony is limited because Barton resorts to argumentation rather than testifying to facts. For example in paragraph 92, Barton asserts, "...even if it should be argued that the Decalogue is nothing more than the embodiment of a religious rather than a secular code, even this, in the views of the Framers, would be insufficient grounds for its exclusion from the public arena."
